CPS urged to come clean about South Side high school closings


Superintendents explain school closings

The chairman of the City Councils Black Caucus on Wednesday urged the Chicago Public Schools to come clean about how many South Side high schools it intends to close to make way for a $75 million high school in englewood.

one day after Mayor Rahm Emanuel said the new school would be built in Englewood, Ald. Roderick Sawyer (6th) demanded to know the political price South Side residents would have to pay to get it.

I want to know where its gonna be. I want to know if its gonna displace other schools. Are they moving one school into another? I want to know what type of school it will be and what the financial commitment is. I want as much information as I can get. I want to know everything, Sawyer said.

Im not advocating for school closings. But I acknowledge there are tremendously underutilized schools in the Englewood area. If it means strengthening the overall school system in Englewood, I would consider going along with school closings. But we need to know the specifics.

CPS spokeswoman Emily Bittnersaid she had no details to share since no final decisions have been made.

CPS will continue listening to the community about its priorities around a potential high school on the South Side before cementing future plans, she said in an email.

Sources tell the Sun-Times no specific location has beenidentified for the new school that certainlywould result in the closing of several existing SouthSidehighschools.

Leon Finney was among the dozens of supporters, including the Englewood Community Advisory Council, who asked the Board of Education in recent months to put the new school in Englewood.

Its a great thing for people who think theyve been kicked around and ignored and abandoned, said Finney, a former member of the Chicago Planning Commission. At least for the mayor to say hes going to be behind this, thats important. Its important for the mayor, for the aldermen, for public officials to listen to the people.

Sawyer said his personal preference would be to make the new high school a hybrid.

I would like to have a selective enrollment school in the area, the alderman said. We dont have enough on the South Side. But I would also love to have a strong neighborhood school. So my preference is some kind of combination. Half selective enrollment, half neighborhood school. Thats an option Id like to look at.

Kids could benefit from having high achievers and neighborhood kids together. . . . If kids are struggling, they can see what they can become.

Five aldermen represent parts of Englewood: Sawyer, Ray Lopez (15th), Toni Foulkes (16th), David Moore (17th) and Willie Cochran (20th).

Sawyer said he hopes to talk this out with all of them and hash out lingering security concerns once CPS provides specifics.

Anytime theres talk of closing neighborhood schools, theres concern with kids crossing [gang] boundary lines if there is such a thing anymore. It seems like every block is a boundary line these days. But I ultimately hope we can get past that, Sawyer said.

Citing safety concerns, Emanuel spared high schools from the 2013 round of school closings that targeted a record 50 schools in predominantly black neighborhoods on the South and West sides.

The mayor was determined to avoid a repeat of the savage beating death of 16-year-old Fenger High School student Derrion Albert, an attack captured on a cellphone video that went viral, after an earlier round of high school closings.

High school consolidations could be addressed after a five-year school closing moratorium expires in the fall of 2018. The Chicago Sun-Times reported in late December that between four and six under-enrolled South Side high schools could be on the chopping block to make way for a new high school.

Families in Chinatown and Roseland also haveasked the district to put a new high school in their communities.

On Tuesday, while at the site of the old Kennedy-King College to highlight a previously announced plan to build vehicle maintenance facility on the Englewood site, the mayor highlighted the new high school as part of his holistic strategy to fight crime by rebuilding long-neglected inner-city neighborhoods.

We also know investing in our education, our afterschool and summer jobs here which is why were talking about a new high school in this area is important to our safety and vibrancy of the community, the mayor said.

The mayor did not mention the downside of the equation: the $75 million Englewood high school will be built not far from the new Whole Foods at 63rd and Halsted across the street from Kennedy-King College only after several under-enrolled South Side high schools are closed.

Five South Side high schools count 150 or fewer total students in all four grades. TEAM Englewood, 6201 S. Stewart, had just 15 freshman as of an October count. At Robeson, it was 23 freshman in a school of only 152 children. Just five years ago, Robeson, 6835 S. Normal, had 192 students in its freshmen class, and a total of 734.

Since CPS assigns money for hiring teachers based on the number of students they enroll, those population plunges have led the district to ship extra money to several high schools just so they could offer a full slate of courses. And less funding means fewer programs to lure new students.

Most of the South Side high schools with the lowest enrollments also have special education populations more than twice CPS average of about 13 percent. For example, just over 36 percent of students at Robeson and at Hope High School, 5515 S. Lowe, are special education.

Kalief Browder"s Family Was About To Settle His Lawsuit � Now Everything Is On Hold

Settlement proceedings between New York City and the family of a young man who killed himself after serving three brutal years in jail for a crime he wasnt charged with have been placed on hold, BuzzFeed News has learned.

Now, the brother of Kalief Browder is accusing city officials and the court system of playing games and delaying settlement proceedings in the familys wrongful death lawsuit.

Its been a long, drawn out process, Akeem Browder told BuzzFeed News. We go back to court on March 21. Judge is probably going to do what theyve been doing which is prolonging. Its a game that they play.

Kalief was 16 when he was arrested in May 2010, accused of stealing a backpack in the Bronx. With his family unable to make his $3,000 bail, he was hauled off to Rikers Island, which has been an alleged hotbed of excessive violence against young men, and forced to stay there.

Akeem, 34, said finalizing the settlement in the $20 million wrongful death lawsuit ground to a halt after his and Kaliefs mother, Venida Browder, died in October 2016.

Akeem says that his mother was ready to settle the case the next week.

She went into hospital on a Thursday, Friday she passed. That following Thursday the lawsuit would have been settled, Akeem said.

After Venida Browder died, her other children Akeem, his three brothers and one sister took the case over. But that meant going through the process of moving the case to surrogacy court, assigning a new administrator for the case a role which they all agreed his sister, Nicole, would take on plus, they had to hire new attorney.

We get an attorney, we go to court. A month later, the court says, there is a problem, Akeem says.

Venida Browders estranged husband, who she kicked out of the house years earlier but never divorced, showed up to court, Akeem says, claiming to have a stake in the settlement.

He comes to the court. Court perceives him to be a husband. Even though he hasnt been around for years. Turns into months of playing games, Akeem said.

A spokesperson for the citys law department said, The court thought it prudent to put these proceedings on hold to allow time for the resolution of estate issues arising from the passing of Ms. Browder. The City stands ready to resume settlement discussions as soon as it is determined what parties would be entitled to share in the proceeds from a settlement.

Kalief spent over 1,000 days at the prison known for its brutal conditions for young men and women and 800 of those days were in solitary confinement. He appeared in court over 30 times before his case was ultimately dismissed.

His story became widely reported when on June 6, 2015, at age 22, Kalief committed suicide, hanging himself with an air conditioning cord out the window of the familys Bronx home.

The wrongful death lawsuit alleges that Kalief was tortured and beaten during the three years he spent at Rikers, leaving him unable to cope mentally even after he was finally released.

Once a person commits a crime, and they know justly that they did the crime, they can come back from that, former Rikers Corrections Officer Gary Heyward told BuzzFeed News. In his situation he did nothing wrong, thats a tougher situation to handle I did nothing wrong, and Im going through the same hostile lifestyle.

Heyward, who was fired from Rikers for selling drugs, sneaking contraband into the jail, and pimping out female officers crimes he served two years in prison for appears along with other current and former Rikers COs in a new documentary, time: the kalief browder story, which premieres on Spike TV on March 1.

If you went through so much, only to find out that youre not guilty, theres no telling whats going through his brain, how am I going to fit into society he probably felt helpless, Heyward says.

Asked if he believes that any progress will be made at the familys next court date on March 21, Akeem says, Theyre just going to delay it again.

Court has seen us four times, once a month, Akeem says. Theyre going back and forth and saying, were not ready. The court is not ready. The system plays games in anyway they can. When it comes to taking a life or taking someone off the street. Justice doesnt come for years. Its a harsh game to play with human life.

After Barca had swept aside Sporting with all of Lionel Messi, Luis Suarez and Neymar on the scoresheet, Madrid also looked in for an easy night at the Bernabeu when Isco slotted home the opener after just eight minutes.

However, Real were in front for just two minutes before Tana spun Sergio Ramos on the edge of the box before firing high past Keylor Navas.

The game turned just three minutes into the second-half when Bale uncharacteristically lost his temper after a late challenge from Jonathan Viera.

The Welshman pushed Viera to the ground and was punished with a red card.

He has apologised. He is not happy with the sending-off, said Real Madrid boss Zinedine Zidane.

Things got much worse for the hosts in the next 10 minutes as, firstly, Viera converted from the penalty spot after a clear handball by Ramos inside the area.

And then a huge mistake from Navas allowed Kevin-Prince Boateng to knock the ball past the Costa Rican as he flew from his goal before rolling the ball into an empty net.

Ronaldo to the rescue

However, despite their numerical disadvantage, Madrid laid seige to the Las Palmas goal and were rewarded in the final minutes.

Ronaldo fired a penalty into the top corner after Dani Castellano was penalised for handball.

And the World Player of the Year then bulleted home a header from a corner a minute from time to salvage a point.

We are not leaders, but the league is still open and we are not going to give up, added Zidane.

Barca enjoyed a far more comfortable night against a Sporting side still mired in the relegation zone.

Messi netted his 36th goal in as many games this season in unusual fashion on his 500th start before Juan Rodriguezs own goal made it 2-0.

The visitors were handed a brief lifeline when Carlos Castro pulled a goal back.

However, there was no time for any Barca doubts to seep in as Suarezs spectacular volley restored their two-goal lead.

Paco Alcacer was given a rare chance for the second half as he replaced Suarez and took just four minutes to make it 4-1 when he slotted home from Messis pass.

Messi also hit the bar from a trademark free-kick before the five-time World Player of the Year was rested for the final half hour as he was replaced by Andre Gomes.

Neymar took advantage of the Argentines absence to take over free-kick duty and he produced a stunning strike of his own into the top corner for his first La Liga goal at the Camp Nou this season.

Ivan Rakitic completed the scoring when he lashed into the roof of the net three minutes from time.

LaSalle Tornado: February Storms Leave 3 Dead In Illinois, Missouri

UPDATED 8:40 a.m. March 1: OTTAWA, IL Storms that swept across Illinois overnight, killing two people and injuring numerous others, have passed, and now the small communities affected by the devastation will work to clean up.

A tornado that touched down in Ottawa killed Wayne Tuntland, 76, who was struck by a falling tree, CBS Chicago reports, and a second person was seriously injured when a section of the tree also fell on him. Saint Elizabeth Medical Center in Ottawa reported at least 14 people injured by the storm many suffering from injuries to their knees, arms and heads after being struck by falling tree limbs and were hurt as they tried to get home, the Chicago Tribune reports.

Another man was found dead in Crossville, a small town in Southeastern Illinois, NBC Chicago reported. That man has been identified as Thomas McCord, 71, and was in front of his home when the tornado hit, according to ABC 7. In Perryville, Missouri, a tornado ripped across I-55, overturning cars and killing a third person, according to the St. Louis Post-Dispatch.

As many as seven tornadoes touched down in Illinois during Tuesday"s storm, ABC 7 Chicago reports. The storms also brought large hail, heavy downpours and high winds and wind damage to towns throughout the Chicago suburbs.

The southern suburbs were hit especially hard by hail and heavy rain. In Joliet, over three inches of rain fell during the storm.

National Weather Service crews were visiting tornado sites on Wednesday to determine the severity of the storms. A tornado that touched down in Oregon in Ogle County has been classified as an EF-1 with wind speeds between 90 to 95 mph and the Naplate tornado has been classified as an EF-3 with wind speeds peaking at 155 mph, according to preliminary storm damage results.

The storm had officially passed as of early Wednesday morning as damage reports started to pour in from across the state. The LaSalle County Nursing Home in Ottawa was heavily damaged, but a woman answering the phone at the LaSalle County Nursing Home Tuesday evening told Fox 6 no one was seriously injured. Several residents were reporting bumps and bruises.

On Wednesday, clean up began in the towns affected by tornadoes. In Ottawa, city officials were urging volunteers to stay away for the time-being, according to CBS Chicago.

The streets are not safe yet. We just came from our briefing. The city and the village are not ready yet, and so at this point, they have the perimeters locked down, LaSalle County Emergency Management Agency director Connie Brooks told the Chicago TV station.

On Tuesday night, significant tornado damage was reported in Washburn and Naplate, where there were unconfirmed reports of people trapped, as well as gas leaks. Just after 10 p.m., a "large and extremely dangerous" tornado was spotted near Crossville in White County with reported damage, according to the NWS.

A shelter for displaced LaSalle County residents was set up at Ottawa High School at 211 E Main St., and a reception center was opened at Waltham School at 248 W. Canal St. in North Utica, according to the Red Cross. Emergency operations were also set up in Springfield, according to Illinois Gov. Bruce Rauner.

Tornadoes in February are rare but not unheard of in Illinois, the National Weather service in romeoville told mywebtimes. "history is showing weve had them every month of the year in the area," with less than five February tornadoes between 1950 and 2015, meteorologist Kevin Donofrio said. Tornado season typically peaks in April through June.

The storms began to build in intensity late Tuesday afternoon when a confirmed tornado was located near Utica and east of Oglesby in LaSalle County, moving east at 40 mph, according to an update at 4:40 p.m. by the National Weather Service. Just before 5 p.m., the National Weather Service reported a tornado was spotted near Ottawa and urged residents to take cover.

Storm Damage Reports and Photos Via Twitter

Original story posted at 10 a.m. on Feb. 28: The Chicago area could get hit with severe thunderstorms and possibly even tornadoes later today.

Scattered thunderstorms will enter the area during the early- to mid-afternoon hours and could increase in coverage and intensity later Tuesday afternoon and into tonight, according to the National Weather Service. Some severe storms are likely.

Those storms are expected to move east across the area, with some locations expected to see multiple rounds of storms.

The storms could bring large hail, and there is also a threat for damaging winds and tornadoes primarily south of Interstate 88 tonight. Weather officials are unsure as of Tuesday morning how far north the damaging winds and tornadoes could extend.

The bottom line is to pay close attention to the weather forecasts today into tonight, and dont be caught off guard that it is February and that potent storms can and are likely to happen after dark tonight, according to a Tuesday morning post on the National Weather Service Facebook page.

Dow Jones Industrial Average Tops 21.000 for First Time

The Dow Jones Industrial Average surged above 21,000 for the first time, as investors embraced optimism from President Donald Trump and Federal Reserve officials.

The blue-chip index was up about 230 points shortly after the opening bell, rising 1.1percent to 21,041. The S&P 500 rose 1percent and the Nasdaq Composite added 0.9percent, following gains in Asia and Europe.

Stocks have been soaring since Election Day, with the Dow industrials surpassing 19,000, 20,000 and now 21,000.

If the level holds through the closing bell, it will tie the fastest thousand-point jump in history: It took 24 sessions from the first close above 10,000 for the index to climb to 11,000 in 1999.

The latest milestone came after Mr. Trump struck an optimistic tone in a speech to Congress on Tuesday evening, although he offered few new details for his agenda. Investors were also focused on the likelihood of the Fed raising interest rates in March, following comments from a number of officials suggesting another quarter-point rate increase could come at the central banks next meeting.

Fed-fund futures, used by investors to place bets on central bank policy, showed a roughly 66 percent chance of a rate rise in March, up from 35percent Tuesday, according to CME Group.

U.S. government bonds weakened and the dollar jumped. The WSJ Dollar Index, which tracks the U.S. currency against 16 others, was recently up 0.5percent. The yield on the benchmark 10-year Treasury note rose to 2.449percent, according to Tradeweb, from 2.358percent Tuesday. Yields rise as prices fall.

We didnt get a lot of new things out of President Trump, said Mark Haefele, chief investment officer at UBS Wealth Management. The market took its cues from the Federal Reserve. They view the economy as strong and are looking to hike rates this year.

New York Fed President William Dudley, a close ally of Fed Chairwoman Janet Yellen, on Tuesday said the case for raising rates has become a lot more compelling in light of the economys current and expected performance. San Francisco Fed President John Williams also said in a speech Tuesday that a rate increase at the central banks meeting in March was very much on the table for serious consideration.

Bank stocks surged. Financial shares in the S&P 500 rose 2.4percent, leading gains. Bank of America rose 3.4percent and Morgan Stanley added 2.9percent.

Higher interest rates tend to boost the profitability of banks lending activities.

The prospect of higher U.S. rates rippled across to Europe, pulling local government bond yields higher across the board.

The bond market doesnt look great over the next 12 to 18 months. It looks like the Fed is committed to a path of normalization, said Bob Michele, head of the global fixed income, currencies and commodities group at J.P. Morgan Asset Management. We see growth and inflationary pressures picking up globally.

In Asia, a weakening yen helped Japans Nikkei Stock Average close up 1.4percent. The dollar was recently up 0.9percent at 113.812, helping to lift japanese companies that sells goods abroad.
