If confirmed, Steven Mnuchin, the nominee to be Donald Trumps Treasury Secretary,will have a portfolio that touches on many critical issues, including tax policy, financial regulation, international trade, and the myriad conflicts posed by the next Presidents opaque business dealings. Also on the list is the matter of whether extremely wealthy investors will have the ability to avail themselves of offshore tax shelters in the future. That last responsibility became a central line of questioning at Mnuchins confirmation hearing on Thursday afterit was revealed, on the eve of his appearance, that Mnuchin, a hedge-fund manager, had failed to disclose to Congress his role as a director of an investment fund in an offshore tax haven. After a friendly introduction from Senator Orrin Hatch, of Utah, Senator Ron Wyden, of Oregon, the highest-ranking Democrat on the Finance Committee, began to speak. He started by criticizing the truly disgusting inequity and abuse of Americas tax laws in general, before turning to Mnuchins situation in particular.
There is no clearer example than Mr. Mnuchins hedge fund setting up outposts in Anguilla and the Cayman Islands, an action that can be explained only by the islands zero-per-cent tax rate, Wyden said. He then suggested that millions of dollars in profits from mnuchins various business ventures had been funnelled into an offshore web.
Mnuchin is only one of several enormously wealthy financiers whom Trump has nominated to enact his policies. A son of Wall Street through and through, Mnuchin spent seventeen years at Goldman Sachs, ran his own hedge fund, and bought out a mortgage lender that was on the edge of bankruptcy during the financial crisis. That company, OneWest, foreclosed on thousands of homes and was an extremely profitable investment for Mnuchin himself. (Bloomberg estimatedthat he made two hundred million dollars from the deal.) The disconnect between Mnuchin and the American middle class for whom Trump has claimed to be a savior and standard bearer was made even starker by Mnuchins additional revelation that hed neglected to disclose a hundred million dollars in real-estate assets to the Finance Committee.
In his opening statement, Wyden expressed outrage about this as well. Then he reminded those attending the hearing of an interview Mnuchin had given shortly after his nomination in which he said that there would be no net reduction in taxes for wealthy taxpayers under President Trumps future tax plan. Im going to start calling it the Mnuchin Rule, Wyden said, reiterating the pledge. No tax cut for the upper class.
Wydens list of charges against Mnuchin was so long that Senator Pat Roberts, a Republican from Kansas, addressed the ranking Democrat with what he called a pinprick of humor:Senator Wyden, Ive got a Valium pill that you might want to take before the second round.
Mnuchin, for his part, looked uncomfortable as the senators took turns subconsciously expressing their feelings, hostile or otherwise,by pronouncing his name in different ways. (Wyden called him Min-u-chin, with each syllable exaggerated, while Hatch started out with the friendlier-sounding Mun-chin.) Mnuchinsface looked weathered and reddish, and he squirmed and squinted, occasionally pursing his lips into a pout. I am committed to stimulating prosperity for all Americans, for economically empowering every citizen, he said, grasping for a theme that would help explain why someone like him was being put forth for the job. We will not rest in our mission until that is a reality.
He insisted that his failure to disclose the hundred million dollars in assets and the offshore funds had simply been a mistake, and that he was overwhelmed by the forms he had to fill out. Let me be clear, he said at one point. I did not use the Cayman Islands to avoid paying taxes myself. I paid taxes on all that income.
Wyden asked again about his investments in Anguilla. How many employees did you have in Anguilla? he said, adding later, Did you just have a post-office box?
Mnuchin acknowledged that there were no employees based in the tax havens, but he defended the choice to do business there. He was only satisfying the needs of his investorshe mentioned pension funds and nonprofits, although hedge-fund investors typically include wealthy individuals as wellwho wanted the option of an offshore fund.
Mnuchin went on for a while about the needs and demands of investors and how it was normal for hedge funds to cater to them this way, until Wyden, who had apparently not taken a Valium, broke in:Im very troubled about this question of how youre going to unrig the system if youve got a record of taking advantage of tax shelters that in effect have a zero-per-cent tax rate.
Even Hatch, Mnuchins defender, felt obliged to warn the nominee, almost apologetically, Youre going to get questions like this, and what was legal at the time is still being criticized.
Other than offshore funds, the big theme of the hearing was confusion. The subjects on which Mnuchin seemed to diverge from congressional Republicans, as well as the next Commander-in-Chief, were numerous. Mnuchin clarified that he does not favor a privatization of Fannie Mae and Freddie Mac, the two giant government-owned housing-finance companies that are central to the functioning of the mortgage market, dashing the hopes of hedge-fund investors who are betting on the opposite (and perhaps some Republicans who have been demanding that they be shut down). He said that he did not believe that taxpayer-insured banks, which include every bank that serves retail customers, should be involved in proprietary tradingthat is, investing speculatively in the stock market with the banks money. (The prohibition on propriety trading was championed by Democrats.) He also made a surprising and vigorous plea on behalf of the Internal Revenue Service, which has been starved of resources by Republicans for years. Mnuchin even acknowledged at one point that the extent of debt owed by the Trump Organization to foreign entities was a piece of information that policymakers deserved to know about (although he fell short of pledging to personally wrest that information from the President-to-be himself). It all underscored the strange dissonance that accompanies the power changeover thats under way in Washington, and the unsettling sense that no one, not even those in the seats of influence, has any clue what President Trump really believes or is likely to do.
Isnt it true that a lot of his debt is held by foreign interests? Claire McCaskill, the Democrat from Missouri, asked, referring to Trumps business interests.
Uh, I dont know, Mnuchin said. Ive just read it in the papers.
Like Mnuchin, America, and the world, are in uncertain watersand all anyone can do is to guess what might happen next.

There have been fewer than 60 US presidential inaugurations in history, and for all of the drama and money swirling around this one, the 58th, the program for the official ceremony is about as traditional as it gets.
After the United States Marine Band concludes its rendition of The Presidents Own, there will be a call to order, readings and invocations, musical selections, two oaths of office, and one very scrutinized inaugural address.
Heres the full lineup, based on the program (pdf) provided by the US Joint Congressional Committee on Inaugural Ceremonies.
US senator Roy Blunt of Missouri
As chairman of the Joint Congressional Committee on the Inaugural, Blunt gets the honors of issuing the call to order and offering a welcome to the proceedings. Its not a bad perch for a junior senator who has only been at the Senate since 2011, though Blunt, who also is vice chairman of the Senate Republican Conference, isnt a terribly new face in Congress. He also has served seven terms in the US House of Representatives. And he supported his partys presidential nominee until the end.
Timothy Michael Cardinal Dolan, Archbishop of New York
You might remember that July 2015 op-ed in the New York Daily News, headlined Nativism rears its big-haired head: Donald Trumps anti-immigrant rhetoric is a sad return to a terrible American tradition. That was Cardinal Dolan, who wrote that as a Catholic, I take seriously the Bibles teaching that we are to welcome the stranger, one of the most frequently mentioned moral imperatives in both the Old and New Testament.
Dolan also takes seriously the opportunity under Trump and a Republican-led Congress to push through his churchs pro-life agenda. In a column for Catholic News Service following Trumps election, the cardinal wrote that after eight years under a president who was an ally to abortion-rights advocates, Trumps rise offers the pro-life movement some cautious optimism.
At the inauguration, he is expected to offer a prayer from the Book of Wisdom, a section of the Old Testament. (It is typically not found in Protestant versions of the Bible.)
Reverend Dr. Samuel Rodriguez
As head of the National Hispanic Christian Leadership Conference and a pastor in Sacramento, California, Rodriguez condemned Trumps rhetoric on Hispanics and on Muslims, but has now set the rancor aside. He was quoted by Fox News as saying, As a pastor, I know that faith holds our nation together and I count participating in the Inauguration of our nations 45th president as not just a patriotic honor, but as a sacred duty.
According to his NHCLC bio, he regularly meets with members of both major parties in Washington on social justice and Latino issues, and served on president Barack Obamas White House Task Force on Fatherhood and Healthy Families.
Pastor Paula White-Cain
This controversial televangelist from the New Destiny Christian Center has reportedly been Trumps spiritual advisor for more than a decade. White told NBC News that they met after Trump called her out of the blue 15 years ago after seeing her on television. In 2011, she was invited to help him pray over his decision about whether or not to run in the 2012 presidential election.
Her ministry was the subject of a three-year-long Congressional inquiry over its fundraising practices. No IRS violations were found and no penalties were administered. But as NBC noted at the time, Iowa senator Chuck Grassleys report on the case raised fresh questions about the personal use of church-owned airplanes, luxury homes and credit cards by pastors and their families, and expresses concern about the lack of oversight of finances by boards often packed with the televangelists relatives and friends.
The vice presidential oath of office is delivered to Mike Pence
Following a musical selection from the Missouri State University Chorale, US Supreme Court justice Clarence Thomas will administer the oath of office to Trump running mate Mike Pence. Thomas, who was appointed to the federal bench by US president Ronald Reagan and nominated to the nations highest court by US president George H.W. Bush, will be the first black justice ever to swear in a vice president.

Dont tell Mitt Romney, but the Mormon Tabernacle Choir will be performing as a prelude to the main event: the swearing-in of Donald J. Trump as the United States 45th president and his inaugural address. The oath will be administered by US Supreme Court chief justice John Roberts.
Will taking the oath of office prompt the former reality television star and late-night tweeter to change his caustic, shoot-from-the-hip ways? Dont bet on itbut if he wont change, the world just might, by becoming inured to the schtick. At least, that was the prevailing view of the whos who in business and politics in Davos this week.
Rabbi Marvin Hier
Now come the readings and benedictions, starting with rabbi Marvin Hier. Hier is the founder and dean of the Simon Wiesenthal Center. The human rights center, named for the famed n**i hunter, has opened Museums of Tolerance in Los Angeles and Jerusalem.
Vocal on issues like the global rise of anti-semitism and neo-Nazism, Hier had a famous dialogue after 1989 fall of the Berlin Wall with Germanys then-chancellor Helmut Kohl, discussing Jewish concerns about German reunification. He also has won two Academy Awards, as co-producer of The Long Way Home and co-producer and co-writer of Genocide, through his work with Moriah Films, the Wiesenthal Centers documentary film division.
Hiers acceptance of the inaugural invitation caused a stir among Jews who are anxious about the incoming administrations ties to the virulently anti-semitic alt-right. But Hier told Israeli newspaper Haaretz: Imagine the reaction of the American public if it became known that a presidential committee sent this kind of invitation, and the rabbi refused. That would create ill will. So for me, it wasnt even a question. And yes, I pray that he will be a great president.
Reverend Franklin Graham
Grahams father, the famed American evangelist Billy Graham, prayed at eight US presidential inaugurations. His son, who runs the Billy Graham Evangelistic Association and the Samaritans Purse humanitarian aid group, also has some inaugural experience, having offered the invocation at George w. bushs 2001 ceremony.
after the 2016 election, franklin Graham took to Facebook to credit G*d and faith for the Trump-Pence victory, writing that Christians went to the polls, and G*d showed up. He added, While the media scratches their heads and tries to understand how this happened, I believe Gods hand intervened Tuesday night to stop the godless, atheistic progressive agenda from taking control of our country.
Bishop Wayne T. Jackson
When Trump went to Detroit to campaign last year, he joined Jackson and his Great Faith Ministries International congregation for a church service and a speech, where he said he fully understand[s] that the African-American community has suffered from discrimination and there are many wrongs that should be made right, and promised that his economic plans will be so good for Detroit.
Jackson is a lifelong Democrat, but in an interview with a local public broadcaster in Michigan said he would gladly serve as a spiritual advisor to Trump if asked to take on such a role. Were told by scripture to pray for our presidents and those in authority, so it would be an honor, he said.
Jackie Evancho
Perhaps no performer signed onto the full weekend of inaugural festivities has garnered as much notice as Evancho, who got her first taste of fame in 2010 as an 11-year-old contestant on the fifth season of Americas Got Talent. The singer, now 16, has been the target of internet hate for agreeing to perform at Trumps ceremony. But she, or her handlers, are taking control of the attention. Lately shes been doing a lot of press with her transgender sister to talk about their lives and their pro-LGBTQ beliefs. Plus, the newfound fame is already helping her concert ticket sales.

However, Bruce Springsteen fans turned on the B-Street Band, claiming the rock legend would notwant his music performed at Donald Trump"s inauguration.
Mr Springsteen has been open about his dislike for Trump, calling him "a flagrant, toxic narcissist".
He told Rolling Stone: "Well, you know, the republic is under siege by a moron, basically. The whole thing is tragic. Without overstating it, it"s a tragedy for our democracy.
"The ideas he"s moving to the mainstream are all very dangerous ideas white nationalism and the alt-right movement."
Actor Miguel Ferrer, who starred in the TV shows "NCIS: Los Angeles and "Crossing Jordan," in addition to the film "RoboCop" anddoing voiceover work in "Mulan," has died at age 61 Thursday, Variety reported.
Ferrer had been battling cancer.
"Today, "NCIS: Los Angeles" lost a beloved family member," showrunner R. Scott Gemmill said in a statement. "Miguel was a man of tremendous talent who had a powerful dramatic presence on screen, a wicked sense of humor, and a huge heart."
Ferrer played Owen Granger on the show since 2012. He was the son of the late musicianJos Ferrer and late Hollywood actress Rosemary Clooney and cousin to actor George Clooney.
Today history will mark giant changes in our world, and lost to most will be that on the same day Miguel Ferrer lost his battle to throat cancer. But not lost to his family. Miguel made the world brighter and funnier and his passing is felt so deeply in our family that events of the day, (monumental events), pale in comparison. We love you Miguel. We always will.

It"s worth mentioning that the fan vote will account for only 50 percent of the overall vote this year. The league changed the ruleso that NBA players and basketball executiveswill account for 25 percent each towardthe vote.
That process will begin next week, with each participant completing one full ballot featuring two guards and three frontcourt players from both conferences.
