At least 14,000 people evacuated from flooding in San Jose
SAN JOSE, Calif. (KGO) --
Employees at the San Jose Animal Shelter say they typically receive 20 animals a day. Since flooding began they"ve been receiving 40 animals a day. They are happy to help but say the timing couldn"t be worse.
RESOURCES: San Jose evacuation centers and help info
The shelter is under construction and down approximately 36 spots. Late Wednesday afternoon someone dropped off a box of dogs. The four small dogs were huddled together keeping one another warm."We have certainly had a population of animals that we suspect have been displaced because of fences down, the weather impacting them," said Shelter Manager Staycee Dains.
"This little kitty was in the river," she said while walking into a room of cats.
She hopes someone will recognize the kitten"s distinct eyes.
"She"s a stray we don"t know if she has an owner," said Dains.
Dains also pointed out several dogs that could be strays. Employees aren"t sure because the dogs are not microchipped. Others have been making for happy reunions."Utter relief they"re so relieved," explained Dains.
The shelter is also caring for dogs whose owners may need a few days to get back on their feet. They will board animals up to 10 days. The first 72 hours are free. Afterward, there is a 16 dollar a day boarding fee.
Larger animals like horses have also been impacted by flooding. San Jose Animal Services says it is monitoring the situation involving approximately 28 horses.
"At some point there is a risk because if they"re not eating, they"re not drinking enough water, because obviously the water is possibly contaminated. At some point you"re going to worry about their health," said Captain Jay Terrado with San Jose Animal Services.

The goal is to get the horses out safely without endangering them or the people rescuing them.

Trump Administration Lifts Federal Guidelines On Transgender Student Bathroom Protections
WASHINGTON Transgender students on Wednesday lost federal protections that allowed them to use school bathrooms and locker rooms matching their gender identities, as the Trump administration stepped into a long-simmering national debate.
The administration came down on the side of states rights, lifting Obama-era federal guidelines that had been characterized by Republicans as an example of overreach.
Without the Obama directive, it will be up to states and school districts to interpret federal anti-discrimination law and determine whether students should have access to restrooms in accordance with their expressed gender identity and not just their biological s*x.
This is an issue best solved at the state and local level, Education Secretary Betsy DeVos said. Schools, communities and families can find and in many cases have found solutions that protect all students.
In a letter to the nations schools, the Justice and Education departments said the earlier guidance has given rise to significant litigation regarding school restrooms and locker rooms.
The agencies withdrew the guidance to in order to further and more completely consider the legal issues involved.
Anti-bullying safeguards would not be affected by the change, according to the letter. All schools must ensure that all students, including LGBT students, are able to learn and thrive in a safe environment, it said.
It was not clear what immediate impact the change would have on schools, as a federal judge in Texas put a temporary hold on the Obama guidance soon after it was issued after 13 states sued.
Even without that hold, the guidance carried no force of law. but transgender rights advocates say it was useful and necessary to protect students from discrimination. Opponents argued it was federal overreach and violated the safety and privacy of other students.

The White House said returning power to the states paves the way for an open and inclusive process to take place at the local level with input from parents, students, teachers and administrators.
The reversal is a setback for transgender rights groups, which had been urging Trump to keep the guidelines in place. Advocates say federal law will still prohibit discrimination against students based on their gender or sexual orientation.
Still, they say lifting the Obama directive puts children in harms way.
Reversing this guidance tells trans kids that its OK with the Trump administration and the Department of Education for them to be abused and harassed at school for being trans, said American Federation of Teachers President Randi Weingarten.
Activists protested the move Wednesday outside the White House. Respect existence or expect resistance, read one placard.

Conservatives hailed the change, saying the Obama directives were illegal and violated the rights of fixed-gender students, especially girls who did not feel safe changing clothes or using restrooms next to anatomical males.
Our daughters should never be forced to share private, intimate spaces with male classmates, even if those young men are struggling with these issues, said Vicki Wilson, a member of Students and Parents for Privacy. It violates their right to privacy and harms their dignity.
White House spokesman Sean Spicer denied media reports that DeVos, who has been criticized for her stance on LGBT issues, had opposed the change but was overruled by Attorney General Jeff Sessions. Spicer said any disagreement was merely over wording and timing.
There is no daylight between anybody, Spicer said, adding that DeVos was 100 percent on board with the decision.
The Obama administrations guidance was based on its determination that Title IX, the federal law prohibiting s*x discrimination in education, also applies to gender identity.
The guidance did not sufficiently explain its interpretation of that law, Sessions said in a statement.
Congress, state legislatures and local governments are in a position to adopt appropriate policies or laws addressing this issue, he said.
Legal experts said the change in position could impact pending court cases involving the federal s*x discrimination law, including a case to be heard by the Supreme Court in March involving Gavin Grimm, a transgender teen who was denied bathroom access in Virginia.
The justices could decide not to hear the case and direct lower courts to decide that issue.
In a phone interview with the AP, Grimm said of the Trump action: Its not positive. It has the possibility of hurting transgender students and transgender people. Were going to keep fighting like we have been and keep fighting for the right thing.
A patchwork of state laws could continue to emerge as a result of the change. Fifteen states have explicit protections for transgender students in their state laws, and many individual school districts in other states have adopted policies that cover such students on the basis of their gender identity, said Sarah Warbelow, legal director of the Human Rights Campaign.
Just one state, North Carolina, has enacted a law restricting access to bathrooms in government-owned buildings to the s*x that appears on a persons birth certificate. Lawmakers in more than 10 states are considering similar legislation, according to the National Conference of State Legislatures.
Associated Press writers Ben Finley in Norfolk, Virginia, and Todd Richmond in Madison, Wisconsin, contributed to this report.
Nick Cannon and Ex-Girlfriend Brittany Bell Welcome Son -- Find Out His Name!
Nick Cannon has welcomed a second son. Golden "Sagon" Cannon was born Tuesday, the rapper, comic and former "America"s Got Talent" host announced on Instagram.
The new baby, whose mom is aspiringactress and model Brittany Bell, who was Miss Arizona USA in 2010, joins a family that includes Moroccan and Monroe, Cannon"s 5-year-old twins with ex-wife Mariah Carey.
"Weeping may endure for a night, but Joy cometh in the morning!" Cannon wrote Wednesday."No matter how hard the world may hit you, G*d always reminds us of our purpose!"
He and 29-year-old Bellaren"t a couple anymore,Cannon told People magazine last November, but the pregnancywasn"t an accident either, he explained on Power 106 in December.
"Never an "oops baby!"I"m so calculated with my moves," Cannon said to host J Cruz. "I"ve always wanted five kids."
Also: That "weeping" Cannon mentioned in his birth announcement? It might refer to a story that"s allegedly being prepared by the National Enquirer, questioning his mental health and stating that Carey is about to petition for full custody of the twins, who are with her now in the United Arab Emirates.
"If you report these lies, expect a slander and defamation lawsuit. Look everyone, see how the media is trying to break a King?" Cannon said Tuesday on Instagram as he sharedpart of what appears to be an email message giving his team a heads-up that a negative piece is coming down the pike.
"Me and my family, my mindset, and my spirit are all stronger than ever,"the 36-year-old continued. "I felt like releasing this so called "journalist" info to the public so you all can get at them, but instead I release nothing but positive energy into the Universe."
Chris Brown Officially Calls off Fight with Young Draco. He Blames the middlemen like Wack100 for it FADEL SENNA/AFP/Getty Images
If Sinbad and Ike Turner had a child of great talent and potential whod ultimately squander both due to his issues with anger and maybe some matters that recall the D.A.R.E. program, hed look and aggressively dance a lot like Chris Brown.
Chris Brown is the R&B equivalent of the kin youve rooted for but decided to let go of as youve finally accepted that they may be in the HOV lane to the crossroads. Due to his celebrity though, Chris Brown will never truly go away. Still, with his most recent disturbing headline, its time to internalize En Vogues Give It Up, Turn It Loose. Well always have Yo (Excuse Me Miss), Take You Down, Damage and Fine China, but for those who continue to hold out hope that Brown will rise above his problems, its time to pop, lock and drop into reality.
On Tuesday, TMZ reported that Browns former girlfriend Karrueche Tran filed legal documents accusing Brown of threatening to kill her. Additionally, Tran claims that Brown has physically assaulted her in the past. And suddenly I now want to get up and do Soulja Boys Superman dance:
Per TMZ:
Karrueche claims in a sworn statement to the judge, earlier this month Chris told a few people that he was going to kill me. She then says Chris told the friends if he cant have her then no one else can, threatening he was going to take me out and threatened to shoot me.
Karrueche also says several years ago Chris punched me in my stomach twice, and pushed me down the stairs. This would have been during the time Chris was on probation for the Rihanna beating.
Tran also claims that Brown has threatened her friends and recently threw a drink at one of them. So, not only is this man Light Bright Ike, hes part-time vintage Evelyn Lozada fromBasketball Wives.
In any case, the judge granted said domestic violence restraining order, requiring Brown to stay 100 yards away from Tran, her mom and her brother.
In response, Brown took to Instagram to try to clear his name while simultaneously confirming your worst suspicions about his state of mind as he rambled rather incoherently. Forgoing a publicist and lawyer, Brown said, Make sure yall dont be listening to all this bullshit man. I dont know what the f**k theyre talking about. Dont believe all that bullshit, bro.
His comments might have come across as more convincing had he not delivered them in a manner that recalls a kite flying high in the clear blue sky.
Of the many problems Chris Brown has, one in particular is his unfortunate habit of documenting his bad decisions and erratic behavior for all to see. Less than a month ago, Brown took to Al Gores internet and recorded himself sounding like the very violent menace his ex-girlfriend is accusing him to be. Do people not realize that when it comes to sharing videos on the internet that 1) we can see you and 2) the internet is forever?
In that now infamous clip in which he looked like the lost cousin of Kris Kross, Brown said:
Ladies yall be complaining about n****s being like stalkers, in love with yall, kinda crazy s**t, and get tired of em. Well guess what? Im one of them n****s. If I love you, b***h, aint nobody gon have ya. Imma make ya miserable. Imma chase that n***a out, Imma chase yo a*s around.
Ladies, yall ever dealt with a n***a who just be blowin your s**t up? Hopping gates, stalking the f**k out of you, getting on your nerves? Well, s**t. Im one of them n****s.
And now he is being accused of not only additional physical abuse years after he beat another former girlfriend, Rihanna, but of living up to the very abusive stalker he boldly professed himself to be on camera.
For years now, fans and other sympathizers have rallied behind Chris Brown. Some have made excuses for his behavior. In many cases, it was a matter of victim-blaming though, in others, Brown having witnessed domestic violence as a child was cited as a reason to hold out hope that he would one day get himself together. That he would own his mistakes and ultimately overcome whatever internal demons and the childhood trauma that helped create them.
But as someone who is not unfamiliar with some of what Brown has spoken of previously, there comes a point when you realize that some people are simply stuck. Maybe criticsself includedwere too harsh on him. Perhaps more people needed to give him a chance to redeem himself. There were instances in which it seemed as if Chris Brown was damned if he did, damned if he didnt.
Nevertheless, Brown has largely been the maker of his own madness.
Chris Brown never let go of the misogyny. In fact, he continued to profit from it in his music. Chris Brown remained defensive more often than not about his repeating the very cycle of abuse he was exposed to as a kid. Chris Brown never stopped battling people, be it online or in person. Chris Brown has exhibited violence for several years.
Chris Brown is a man of means; he has refused to use his blessings to become a better, happier and less terrorizing man. Chris brown can call karrueche trans accusations bullshit, but hes given us countless examples of why we should believe every single thing she told that judge. Even now, I can recall the sight of Brown following Tran outside of a club in 2015which at the time was reported to have resulted in an argument.
Look at him. Look at her. Look at the fear in her eyes. Look at the traits of an abuser on full display without the slightest sign of shame.
I dont know what will become of Chris Brown, but I do know that not a song in the world can excuse him anymore. Whatever emotional attachment people have to him because of his work, it is not enough when considering that he is on camera boasting about stalking someone for no other reason than her rightly deciding that he doesnt deserve her.
Chris Browns debut album was released in 2005. We learned he beat women in 2009. Seven years later, hes being accused of the same thing, and throughout these seven years, he has shown himself to be more like Eddie from The Five Heartbeats than Michael from the Jackson 5. Let him go.
If anything, now is the time to focus less on Chris Browns dedication to self-destruction and more on the havoc he brings to others who enter his space.
Flooding Forces San Jose, California Residents to Evacuate
GUERNEVILLE, Calif. (KGO) --
The rising Russian River has flooded homes, cars and other property in Sonoma County.

Homeowner Robert Kavanaugh feared the worst about his Guerneville hillside home. His fears came true when a 50 foot mudslide came crashing down beside his home and on to Old Monte Rio Road, which is now closed. The debris flow off the hill is still active.
Kavanaugh"s home is now red tagged for fear that giant redwoods will fall. He and his neighbors were told to evacuate.
"All morning long you could hear trees cracking," said Kavanaugh. "Some bigger trees fell across it, rocks tumbling down."
The Russian River crested Monday at 35 feet flooding several low lying neighborhoods like Drake Road. Many people packed up and got out, moving cars to higher ground.
Flood waters put Josephina Mondragon"s backyard underwater she fears more rain will flood her house. "I said to relatives, if something happens, go up, sleep on second floor."
In the town of Monte Rio, the Russian River is showing its force, submerging homes in its wake.
"I have a pantry full of stuff, freezer, fuel, generator, I"m ready to go," said Harry Leras, who owns a home in the area.

San Jose, CA Declares Local Emergency Amid Major Flooding -60 Mile east Already Has 550 Inches Snow
SAN JOSE (CBS SF) Slowly the Coyote Creek floodwaters began to recede under clear skies wednesday, but thousands of san Jose residents remained evacuated from their homes with no official word as to when they might be able to return to their neighborhoods.

KPIX 5 Weather Center KCBS Traffic Conditions
At a morning news conference, San Jose Mayor Sam Liccardo urged the evacuees not to attempt to return home.
We are urging people not to return to their homes in those mandatory evacuation areas, he said. The water is not safe. There is contamination in this water and the contamination runs the gamut.
Liccardo also said there was not timetable for lifting the evacuation orders.
Bluntly, the water is receding, but we are far from out of this, he said.
Officials said at least 14,000 residents had evacuated from their homes to escape the rapidly rising waters on Tuesday and another 30,000 lived in neighborhoods put under a voluntary evacuation order late Tuesday night.
U.S. Highway 101 was shut down to just twolanes in the northbound direction within the city limits by flooding, bringingthe morning commute to a virtual standstill.
Breakfast was served to those who were displaced after a relatively sleepless night on cots in James Lick High Schools gym.
Others awoke at the home of friends and family members or in local hotels and motels.
The plight of the evacuees tugged at the heartstrings of the Bay Areas largest city. Residents like Shelene Huy-Booker were among those dropping off donations of clothing and toys for the children at the evacuation centers.
I spotted this little girl and all I could she had was this Minnie Mouse (doll), said Huy-Booker, whose voice was filled with emotions. She was just looking around like she was lost. This is surreal, so I went home and told my daughter shes four I was like: We have to do something. We have to get some toys to take to this little girl.
Evacuees were also telling stories of their rescues from the waters. Flood victim Juanita Wilson said her belongings started to float around her apartment.
Thats like a nightmare, said Wilson. Its kind of like something you cant believe is happening but it is happening.
Margaret Cervantes lives on the second story of one of the buildings caught in the flood. She lost her car, but was able to grab some valuables.
Just a little bit overwhelmed with everything thats happened, said Cervantes. I was fortunate enough to be able to grab baby books, pictures, clothes, my children, so I feel fortunate.
Meanwhile, floodwaters measuring more than four feet deep on some streets had begun to slowly recede.
According to the National Weather Service, the flood waters had receded from a high of 14.4 feet at the height of the surge Tuesday night at Edendale to 11.5 feet by 7 a.m. Wednesday.
At Madrone, the creek has receded from 12.6 feet to 9 feet.
However, the Anderson Reservoir, which drains into the Coyote Creek, remained at more than 100 percent capacity and its spillway was still gushing thousands of gallons of water an hour into the creek.
A flash flood advisory remained in effect at the creek until Saturday.
The water spilling in from Coyote Creek was cold and murky. As it filtered through the neighborhoods, it became a noxious stew of sewage, dirty diapers, household chemicals and engine oil.
At least 225 residents were taken Tuesday to dry land and rinsed with soap and water to prevent them from being sickened by floodwaters. Health officials urged others to get tetanus shots as an extra safety measure.
